The present invention relates to an ion gel smart window and a method of manufacturing the same. An ion gel smart window according to the present invention include a first transparent electrode member having electric conductivity and optical transmission; a first electrochromic layer provided at one side of the first transparent electrode member to change a color thereof as electrons move; an electrolyte layer provided at one side of the first transparent electrode member and including electrolyte for causing the first electrochromic layer to be changed in color; and a second transmission electrode member provided at one side of the electrolyte and having electric conductivity and optical transmission, wherein the electrolyte layer includes polymer and ionic liquid. As compared with those of a smart window of which the electrolyte layer is prepared of liquid, the stability of the smart window may be greatly improved and a decrease in the durability of the smart widow may be prevented.
