a top portion and a rear portion, the top portion being generally U-shaped and forming an opening configured to receive a top cluster portion of a twist-tie cluster and the rear portion extending from the top portion; at least one mounting member protruding from the rear portion, the at least one mounting member configured for mounting the base to a fixture, wherein the at least one mounting member defines a hook configuration with an upper stop portion and a vertical retention portion, the at least one mounting member configured to receive a mounting structure of the fixture in the form of a rod.
