PROBLEM TO BE SOLVED: To reduce power consumption by the receiving operation of a mobile equipment in a digital radio communications system by adding signal constitution information to collision control bit, judging whether or not transmission right is obtained based on the incoming radio user packet signal, and allowing only a specific mobile equipment to operate a receiving operation instead of a receiving operation to be operated by each mobile equipment in a specific cycle. SOLUTION: A reception stop time is calculated by a reception stop time calculation processing operated by collision control bit analyzing means 3 of a mobile equipment which can not obtain transmission authority, and a reception stop operation is operated by the WAIT processing of a timer device 4. Moreover, reception stop is operated in the period of a reception stop time specific to the mobile equipment, and the receiving operation of a outgoing radio user packet signal is repeated until the transmission right of its own mobile equipment is obtained again. An image control bit for indicating transmission right for one specific mobile equipment when plural mobile equipments simultaneously transmit an incoming radio user packet signal is added to the outgoing radio user packet signal.
