PROBLEM TO BE SOLVED: To form a package body out of only a water-soluble film and to enable an automatic measuring and filling for package with a machine by a method wherein a bag main body formed of the water-soluble film so as to be equipped with an opening and a tape-like film stuck to the film on a position close to the opening are provided. SOLUTION: For a packaging bag 1, a tape-like film 5 is stuck with an adhesive layer 6 along an opening 4 of a bag main body 3 formed of a water-soluble film 2 made of a poly-vinyl alcohol or the like. The bag main body 3 is formed by turning up the water-soluble film 2 at the bottom part 7 and sticking together at heat sealing parts 8 formed at both side edges with an opening 4 formed at the upper part. The tape-like film 5 is stuck, extending all over the length of the opening 4, with the adhesive layer 6 fixed to the water-soluble film 2. For packaging with this packaging bag 1, the packaging bag is moved with its stuck part 9 held with suction disks or holding claws of an automatic filling and packaging machine, and after the opening 4 is opened with the central part 12 sucked from both sides, the inside is filled with matters to be processed, and a heat sealing part 14 is sealed up.
