According to an embodiment of the present invention, an optical image stabilizer includes a motion sensor sensing the vibration of a camera; and a control unit moving a lens module based on the vibration of the camera sensed by the motion sensor. While performing an optical image stabilizing operation according to an optical image stabilizing function operation control period, the optical image stabilizer turns off the camera or performs a camera function in background. When an optical image stabilizing function off (OFF) command is received from a host, the optical image stabilizer enters standby mode, and turns off a portion of function blocks thereof in the case in which lens control is not performed even when operated, thus reducing power consumption. The optical image stabilizer can minimize power consumption by operating only the minimum number of function blocks when not operated, thus minimizing the battery power consumption of a smartphone or a camera having an optical image stabilizing function.
