PURPOSE:To obtain the subject composition having excellent heat-resistance, durability, water-resistance, chemical resistance, electrical insulation and antistaticity by hydrolyzing and partially condensing a silane compound in the presence of water, an organic solvent and an aluminum biphosphate catalyst. CONSTITUTION:The objective composition containing a hydrolyzed silane compound and a partial condensate of the hydrolyzate is produced by hydrolyzing and partially condensing a silane compound in the presence of at least water, an organic solvent and an aluminum biphosphate catalyst. The silane compound is preferably the compound of formula I or B (R is 1-2C straight-chain alkyl).
