PROBLEM TO BE SOLVED: To provide an image display device and an image forming method capable of obtaining a constant image without burdening a power source with a load. SOLUTION: This display device secures a potential difference|A|V which is large enough to move grains between row electrodes and column electrodes with a driving power source capable of applying the voltage of the order of|A/2|V, for example, by allowing a voltage control part to apply a voltage having A/2 (V) (provided, A is a potential which is irreducibly needed in order to move coloring grains) to row electrodes (for example, display-side electrodes) including an area provided on a display substrate and for moving the coloring grains and to apply a voltage having -A/2 (V) to column electrodes (for example, back-side electrodes 25) including an area provided on a back substrate and for moving the coloring grains.
