By comprising a water separator in a novel form capable of eliminating water and foreign substances contained in fuel by combining a first mesh for gathering water particles and a second mesh for blocking the gathered water particles, it is possible for provide the two-staged water separating pre-filter which is capable of effectively eliminating water and the foreign substances contained in fuel and preventing blockage, thereby remarkably extending a filter replacement period.
