PROBLEM TO BE SOLVED: To provide an electric power controller, an electric power control method and an electric power control program capable of improving the capability to cause a resource to execute a demand response.SOLUTION: The electric power controller includes: a prediction section; a selection section; and an execution section. The prediction section predicts the user availability as a possibility that a user makes a resource to execute a demand response for each user. The selection section selects a resource based on predetermined conditions the resource should satisfy to execute the demand response and the user availability.
