PROBLEM TO BE SOLVED: To enable acceleration of the intra-prediction processing.SOLUTION: An intra-prediction unit 109 is a device for performing in-screen prediction processing complying with predetermined encoding standards, and has prediction processing units of n (n represents an integer of 2 or more) which perform parallel processing on the in-screen prediction processing. Each of prediction modes of m (m represents an integer of 2 or more) which excludes one or more prediction modes from plural prediction modes determined based on the predetermined encoding standards is allocated to any one of the prediction processing units of n. Each of the prediction processing units of n performs estimation processing on the allocated one or more prediction modes to estimate which prediction mode out of the prediction modes of m should be selected.SELECTED DRAWING: Figure 1
