SOLUTION: The reforming means of the fuel for the internal combustion engine includes a stage of reforming the fuel by contacting a mixture of the fuel 100 for the internal combustion engine and water 110 with catalyst 131 at a critical temperature or higher and critical pressure or higher of both the fuel and water, or in a critical state of both the fuel and water.
