PROBLEM TO BE SOLVED: To restrain the unevenness of the generated heat distribution of a heater of a paper passing direction energizing type. SOLUTION: Assuming that the resistance value of the 2nd area of either of 1st and 2nd electrodes is Rc and the resistance value of space between a part electrically nearest to the 1st area of the 1st electrode out of the 2nd area of the 1st electrode and a part electrically nearest to the 1st area of the 2nd electrode out of the 2nd area of the 2nd electrode is Rt when the temperature of the heater is a set temperature, Rc/Rt is set within a prescribed range.
