PROBLEM TO BE SOLVED: To easily set a speed limit to a value as desired by a driver. SOLUTION: An apparatus comprises a speed limit storing unit 22 for storing the speed limit set by an occupant, a vehicle speed control unit 23 for controlling a running speed of its own vehicle to be within the speed limit, a road data storing unit 12 for storing road data, and a road position recognition unit 21 for recognizing a road position of the own vehicle based on the position of the own vehicle detected by a GPS receiver 11 and the road data stored in the road data storing unit 12. The speed limit storing unit 22 stores the speed limit set by the occupant and the road position of the own vehicle whose speed limit is set in association with each other, and the vehicle speed control unit 23 controls the running speed of the own vehicle so as to be within the speed limit by selecting the speed limit which is stored in the speed limit storing unit 22 based on the present position of the own vehicle when the speed limit is stored in association with the road position where the own vehicle runs.
