According to an embodiment of the present invention, medium carbon free cutting steel comprises: 0.4-0.48 wt% of C; an amount equal to or less than 0.1 wt% of Si; 0.6-1.0 wt% of Mn; an amount equal to or less than 0.04 wt% of P; 0.24-0.33 wt% of S; 1.0-2.0 wt% of Cr; 0.001-0.005 wt% of B; 0.01-0.05 wt% of Ti; an amount equal to or less than 0.2 wt% of Al; an amount equal to or less than 0.006 wt% of N; 0.002-0.006 wt% of oxygen; and the remainder consisting of Fe and inevitable impurities.
