PROBLEM TO BE SOLVED: To prevent increase of code amount in a scaling list.SOLUTION: An image processor sets a displacement difference coefficient which is a difference between a displacement factor, which is used for displacing a coefficient positioned at the top in an up-convert quantization matrix up-converted to a size identical to the block size as a processing unit for performing a reverse quantization of a quantization matrix which is limited to a transmission size or less as a maximum size allowed for transmitting, and a coefficient positioned at the top of the quantization matrix; quantizes an image to generate quantization data; and transmits encoded data which is the generated quantization data, the displacement factor data which is the encoded displacement factor and displacement difference coefficient data which is the set displacement difference coefficient.
