PROBLEM TO BE SOLVED: To easily correspond to a plurality of platforms and specification change of the platforms at a low cost by providing construction technology of a system to which platforms with different specifications can be added. SOLUTION: Parts with difference among IC card operation platforms are classified into an optional 'realizing function' part, an 'execution procedure' part of ADPU commands to realize functions, an individual 'ADPU command' part, a 'right information acquisition system' part and a 'right information issuer' part. By this invention, the difference among unique specification parts is absorbed by preparing layers to absorb the difference of the unique specification parts intrinsic to every one of the five IC card operation platforms and adding mounting classes corresponding to independent specifications based on such recognition.
