PROBLEM TO BE SOLVED: To control traffic amounts in a plurality of base station devices. SOLUTION: An IF part 50 is connected to each of the plurality of base station devices. A detection part 54 detects concentration of traffic to at least one base station device among the plurality of base station devices connected in the IF part 50. An instruction part 56, when the detection part 54 detects the concentration of traffic, instructs the base station device to which the traffic is concentrated to hand over a terminal which communicates with the base station device via the IF part 50.
