PROBLEM TO BE SOLVED: To provide a communication system setting priority for each client, making a call and controlling the connection of the call by VoIP(voice over IP), based on priority. SOLUTION: In the communication system controlling the connection of the call by VoIP, a gate keeper 30 managing the connection of the communication of the respective clients 20 to an outer terminal is provided with a priority storage part 31 recording the priority of the respective clients 20 performing communication, a communication state management part 32 detecting and managing the state of communication and a connection control part 33 switching connection, based on the priority of the respective clients 20. When connections exceeding a throughput value is requested, the setting of the priority of the client 20 during communication and the client 20 requesting connection is referred to by the connection control part 33. The clients 20 performing communication are sequentially selected from the clients 20 of the highest priority, in a range where total communication quantity becomes not more than the throughput value. Only the selected client 20 can be connected to the communication destination.
