PROBLEM TO BE SOLVED: To obtain a solid-state electrolytic capacitor that can reduce stress in an electrolyte layer and prevent a decrease in electrostatic capacity, increases in ESR and leakage current, and short-circuiting, and is superior in reliability, and to obtain a manufacturing method thereof. SOLUTION: The solid-state electrolytic capacitor has an anode 2 formed of a porous body of valve-operating metal or alloy thereof, a dielectric layer 5 provided on a surface of the porous body of the anode 2, the electrolyte layer 6 provided on a surface of the dielectric layer 5, and an anode 4 provided in contact with the electrolyte layer 6, and is characterized in that the electrolyte layer 6 is formed of a conductive high polymer and the electrolyte 6 in the porous body of the anode 2 contains an elastomer 7.
