PROBLEM TO BE SOLVED: To reduce the frequency of failures in initial communication at start-up with a setting value management server placed in the same device.SOLUTION: A client switches timing to perform initial communication at start-up depending on whether a server is in the same device. If the server is in the same device, the client waits for a waiting period before starting the server, and performs initial communication at start-up for synchronization after waiting.
