PROBLEM TO BE SOLVED: To provide a roller cutter and its manufacturing method capable of also improving the replacement workability of a blade as well as attachment workability without giving a thermal influence on the blade, preventive in the fall of the blade and low in cost. SOLUTION: A stop ring 20 is made to intervene between the outer circumferential surface of a cutter body 11 and the inner circumferential surface of the blade 12. The stop ring 20 is used for a lateral load receiving securing means preventing the blade from coming off from the cutter body 11 in an emergency, and a part in the circumferential direction thereof is formed in a cut-off C-shape. A groove 17 is formed in a region of a fittingly insertion section 11c attached to the blade 12 on the outer circumferential surface of the cutter body 11, and a groove 18 is formed in a position corresponding to the groove 17 on the inner circumferential surface of the blade 12. When the blade 12 is fittingly inserted in the cutter body 11, the stop ring 20 is engaged with both the groove 17 of the cutter body 11 and the groove 18 of the blade 12.
