PURPOSE: To provide the voice coding device which controls data transmission in accordance with the condition of an inputted voice to reduce an average coding speed. CONSTITUTION: The voice signal inputted from a microphone 1 has the signal level compared with a prescribed threshold by a voice presence/absence discriminator 3. If the level of the voice signal is higher than the prescribed threshold as the result, the sound state is discriminated; but if it is lower than the prescribed threshold, the silent state is discriminated. A data generator 4 outputs the voice coded signal obtained by encoding the voice signal to the outside only when the sound state is discriminated. Thus, a time average transmission speed is reduced and the transmission power is reduced. |
