PROBLEM TO BE SOLVED: To provide a state prediction information transmission type terminal monitoring system capable of executing information needing collection in real time such as a trial listening state and an operation state without depending on inquiry from a monitoring device and a terminal monitoring method. SOLUTION: This system processes a request from respective terminals 3 for the respective terminals 3 represented by a terminal to be monitored, predicts respective states of the terminals 3, multiplexes requested information and predicted terminal state information 12 to transmit them as a response to a request to the respective terminals 3 and multiplexes respective state prediction information of all of the terminals 3 to transmit it to a monitoring device 1.
