PROBLEM TO BE SOLVED: To make an automatic teller machine automatically recover from a taking-out disabled state if a bank note stays in a money reception unit for same reason and can not be taken out when the bank note is received by a bank note receiving and paying device. SOLUTION: The bank note receiving and paying device has a hopper 31 where a bill thrown in from a bank note reception and payment opening is stored, a pickup roller 33 which separates and pays off bank notes in the hopper, and a backup 35 which presses the bank notes in the hopper against the pickup roller 33. When a bank note is taken out of the hoper 31, the hopper 31 and backup 35 are rotated with the bank note clamped and the bank note is pressed against the pickup roller 33 and taken out; if the bank note can not be taken out, the bank note is returned to the hopper 31 by reversing the pickup roller 33 and then taken out again, thereby canceling the taking-out disabled state.
