PROBLEM TO BE SOLVED: To detect a state of work of a working vehicle such as a construction machine or the like, and control power output capacity of an engine automatically. SOLUTION: Whether excavation is being performed is determined based upon a speed position selected by a transmission 23, a position and a posture of the working machine 10, and travelling speed of a vehicle 1. A determination is made as to whether uphill travelling is being performed, based upon an inclination angle in a fore-and-aft direction of the vehicle 1, travelling speed, and opening of accelerator pedal. When excavation or uphill traveling is being performed, the engine is controlled to operate at a high power capacity, while at other times it is controlled to operate at a low power output capacity.
