A method, system and apparatus for radio network controller(RNC) load-sharing disaster-tolerance are provided. NodeB is at least connected with a first RNC and a second RNC, and ownership relation is established between the NodeB and the first and second RNC. The method comprises following steps: the NodeB establishes communication connection with the RNCs respectively; the NodeB initiates registering to the first RNC; the NodeB selects the RNC from the first RNC and the second RNC for access according to registering response returned by the first RNC.
