PROBLEM TO BE SOLVED: To prevent high frequency noise from being produced and to excellently develop an electrostatic latent image on a photo-receptor by forming the middle part of the elastic body of a toner layer forming member so that a horizontal cross sectional area may be gradually increased toward a base end. SOLUTION: A building part 28 is formed by sticking a hotmelt whose cross section is formed to be wedged at a one-side plane part upper than the tip part 27A of the elastic body 27 of the toner layer forming member 25, and the horizontal cross sectional area of the middle part 27C is gradually increased toward the base end 27B. The hardness of the hotmelt 28 is equal to or above that of the elastic body 27 made of silicone rubber. The tip part 27A of the elastic body 27 is formed in curved surface shape whose radius of curvature is small so that a toner layer may be easily uniformly formed on a developing roller 23 and toner may be easily uniformly triboelectrified. Furthermore, the elastic body 27 is formed so that the entire horizontal cross sectional area may be three or more times as large as that of the tip part 27A.
