PROBLEM TO BE SOLVED: To provide a shelf monitor device capable of automatically grasping the state of commodities arranged in shelves without confirming one them by one. SOLUTION: A shelf managing device 10 comprises an X-axis moving mechanism 20, a Y-axis moving mechanism 30 moved in the x-axis direction by the X-axis moving mechanism 20, and a camera 40 moved in the y-axis direction by the Y-axis moving mechanism 30. The camera 40 is automatically moved to a position in front of frames F of the shelve R by the shelf monitor device 10 so as to pick up images, and the state of commodities is managed based on the picked-up images.
