PURPOSE:To improve safety by providing an advancing/backing regulating device between switches and an advancing/backing switchover mechanism and providing a speed change restraining device between speed change switches and a speed change mechanisms. CONSTITUTION:An advancing/backing regulating device 5 for switching over an advancing/backing switchover mechanism 4 to a neutral position by means of the on-side operation of a power source switch 20 is provided in between advancing and backing switches 1, 2 and a neutral switch 3, and the advancing/ backing switchover mechanism 4, while also providing a speed change regulating device 8 for switching over a speed change mechanism 7 to the lowest speed change position by the on-side operation of the power source switch 20 in between speed change switches 6 and the speed change mechanism 7. Thereby, even if the speed change switches 6 may be operated before starting a speed change operation, there is no fear of danger since the advancing/backing switchover mechanism 4 is kept in neutral, or even if the advancing and backing switches 1, 2 may be erroneously operated, it is also unlikely to be attended with danger since the speed change mechanism 7 is kept in the lowest gear position, improving safety.
