PURPOSE:To make the construction of soil banking easier by a method in which a water-impermeable clay layer is formed on the surface of a levee, An aqua gel mat is applied to the clay layer and integrated together by anchors, soil is applied on them, and a plant is grown on the surface of the soil. CONSTITUTION:An embankment consists of a levee 1, a water-impermeable clay layer 4, a gelled mat 5, a plant 7, and anchors 9. The layer 4 is formed on at least the surface of the slope and crown of the levee 1 and an aqua gal mat 5 of a felt form, having a specific gravity of 0.07-0.15 g/cm<2>, which is formed by processing a water absorptive resin into a fibrous cottom form, is formed on the surface of the layer 4 and integrated by anchors 9. Cover soil 6 is placed on them and a plant 7 is grown on the surface of the soil. the occurrence of disaster such as breakage of the levee during flooding period can thus be completely prevented.
