PROBLEM TO BE SOLVED: To restrict the outflow of an internal liquid and operate an electrode stably for a long life by constituting a liquid junction part of a shutter mechanism of an electrostatic actuator system or the like and flowing out the internal liquid via the liquid junction part only when it is necessary. SOLUTION: A liquid junction part constituted of, e.g. a shutter mechanism 7 of an electrostatic actuator system is set to below a reference electrode used in an electrochemical electrode measurement method. The shutter mechanism 7 is comprised of, for example, electrodes 11 and 12 shaped like comb teeth and, for example, a thin insulating sheet, and includes a movable element 18 with a through hole 19 opened to a part thereof. At a measurement, in a state where the movable element 18 shuts a liquid channel 10, a d.c. voltage of a predetermined polarity is impressed to the electrodes 11 and 12, whereby the movable element 18 is moved to open the liquid channel 10. After the measurement, a d.c. voltage of an opposite polarity is impressed to the electrodes 11 and 12 thereby shutting the liquid channel 10. The liquid junction part may be constituted of an ink jet system or a system using a polymer gel of electric shrink properties.
