PROBLEM TO BE SOLVED: To provide a communication relay apparatus capable of preventing congestion in a communication link by efficiently smoothing a time interval of packet transmission in relaying signal transmission between two communication apparatuses (communication device or network (communication medium)), for performing packet communication using a common communication medium and a transmission signal in two directions of transmission/reception. SOLUTION: The apparatus comprises two network interfaces 11, 12 for performing packet communication with each of the two communication apparatuses to which this relay apparatus X1 is connected; two FIFO type transmission buffers 21, 22 provided on each of two transmission paths for transmitting packet data received by one interface network 11 to the other interface network 12, and temporarily storing the packet data; and transmission interval control devices 31, 32 for successively transmitting each of the packet data temporarily stored in each of the two transmission buffers 21, 22 to the network interfaces 12, 11 of the output side with a time interval.
