PROBLEM TO BE SOLVED: To satisfy the quick delivery guaranteeing and iustantaneousness of message transmission without overloading respective nodes by allowing the nodes to transmit SNMP message by using a UDP bus when the performance load state is equal to or larger than a threshold or a TCP bus when smaller. SOLUTION: A transmission type control part 20 sends an SNMP message by the UDP bus when judging that the performance load on its device is equal to or larger than a previously set threshold and analyzes the load state of an opposite device when not. When the performance load on the opposite device is equal to or larger than the specific threshold, the transmission of the message by the UDP bus is selected and when smaller, application contents from an SNMP management application device 19 are analyzed. When there is no application, the transmission of the message by the UDP bus is determined. When an application is made, the UDP bus is selected when instantaneousness is important or the TCP bus is selected when generating is important.
