PROBLEM TO BE SOLVED: To compress image data at a high speed by providing a means for converting the image data of successive blocks into an identifier for indicating that they are the successive blocks, representative density information and the number of the successive blocks or the like. SOLUTION: Respective block data A1-A4 are composed of the identifier for indicating that they are normal blocks and the density data of a scanning order inside the block and the respective block data B1-B5 are composed of the identifier for indicating that they are the blocks of uniform density and the single piece of the density data. Then, in the case that the blocks with almost no difference are successive, the image data of the successive blocks are converted into the identifier for indicating that they are the successive blocks, the representative density information inside the successive blocks and the number of the successive blocks. In such a manner, by converting the image data of the successive blocks into the identifier, the density information and the number of the successive blocks, the image data are compressed at a high speed.
