According to the present invention, disclosed are a device and a method for manufacturing a paper cup. The disclosed device and the method for manufacturing a paper cup comprise: a forming paper supply unit separating cup forming paper which is cut to be fan-shaped to be stacked, and discharging one piece of the cup forming paper; an appearance forming unit rolling the cup forming paper discharged from the forming paper supply unit to be in a circular shape to be bonded to form a cup appearance; and a bottom paper bonding unit bonding bottom paper of a paper cup to a lower portion of the cup appearance as the cup appearance supplied from the appearance forming unit is coupled to a forming mold. |
