The method includes when a new BS is added to a network, determining neighboring BSs of the new BS based on position information of the new BS and position information of existing BSs in the network, determining whether to use a second resource allocation scheme based on a first resource allocation scheme currently applied to the existing BSs in the network and a number of resource configurations used by the neighboring BSs, when it is determined to use the second resource allocation scheme, determining resource allocations for communication between the new BS and the neighboring BSs by using the second resource allocation scheme, and when it is determined to not use the second resource allocation scheme, determining resource allocations for communication between the new BS and the neighboring BSs by using the first resource allocation scheme. | ||
