PROBLEM TO BE SOLVED: To provide an image processing apparatus that can monitor a suspicious person even when the suspicious person is not identified.SOLUTION: An image processing apparatus comprises an appearance state determination part and a predetermined person candidate estimation part. The appearance state determination part determines an appearance state of a person in a photographed video.
