<P>PROBLEM TO BE SOLVED: To provide a private key delivery system and method whose safety is high, and whose transfer rate is high. <P>SOLUTION: The private key delivery system is provided with a transmitter 20 for applying private key information to a plurality of single photons whose wavelengths are different, and for transmitting the resultant single photons to a light transmission path 11, a receiver 40 for extracting the private key information from the single photons received from the light transmission path 11 and the light transmission path 11 connecting the transmitter 20 to the receiver 40. The transmitter 20 is configured of a wavelength multiplexing single photon source 21 which generates a plurality of single photons whose wavelengths are different, an optical demultiplexer 22 for separating the single photons for every wavelength, a phase demodulator 24 for applying the private key information to the single photons and an optical mixer 25 for multiplexing the single photons with every wavelength again, and for transmitting the resultant single photons to the light transmission path 11.
