It is structured to contain a sensing part 10 measuring a temperature A of the voltage detection part, and an MCU 20 calculating an effective gain corresponding to a ratio of the second voltage to the reference voltage when the temperature of the voltage detection part is included in a critical temperature range, so that cell voltage of the battery is detected by using the calculated effective gain corresponding to the temperature change of the voltage detection part.
