PROBLEM TO BE SOLVED: To provide a base station congestion management system capable of accurately determining the existence of congestion of a base station.SOLUTION: A base station congestion management system comprises: at least one data management unit to which base station band width information and subscriber information are input from a DPI; a shared data store in which base station band width total information and base station in-zone subscriber list information are stored; and a congestion management unit for determining whether or not congestion has occurred in a base station. The data management unit calculates a total value of use band widths for each base station on the basis of the base station band width information; updates the base station band width total information on the basis of the total value; and updates the base station in-zone subscriber list information's subscriber identification information for each base station on the basis of the subscriber information. The congestion management unit determines, on the basis of the base station band width total information, whether or not congestion has occurred in base stations; and identifies subscriber identification information on user equipment currently connected with a base station in which congestion has occurred.SELECTED DRAWING: Figure 1
