<p>A method of regulating network traffic in a wireless Hierarchical Cell Structure (HCS) networking system (11) having a first network (78) operating at a base band (850 MHz) and a second network (76) operating in a hyper band (1900 MHz) (76). A request is received for handoff in the MSC (30) from the serving BTS (26) and congestion levels of the first and second networks (78, 76) are determined in order to regulate network (11) traffic. First and second handoffs are attempted in the second network (76). Once a second handoff has been attempted, a neighboring cell (74) is evaluated as a candidate for handoff using the 'standard' (60) HCS neighbor relation algorithm instead of the 'non-preferred' (62) HCS neighbor relation algorithm.</p> |
