The present invention relates to an extra-large elevator for building a large vessel and an offshore plant having a cable windshield member. An objective of the present invention is to improve productivity by arranging a plurality of workers to high work sites quickly and safely and prevent a tail cable from being affected by strong wind. According to the present invention, a passenger car (200) and a counterweight (230) are provided on an elevator installation portion (110) which is provided at a center portion of an elevator structure (100). An emergency step portion (120) is provided at one or both sides of the elevator installation portion (100). A plurality of lugs (130) are provided on the elevator structure (100) such that the elevator structure (100) can be held and moved as a whole by using a crane. A windshield member (800) for preventing a tail cable (910) from being affected by strong wind is installed in a vertical direction on one side of an inner portion of the elevator structure (100). The windshield member (800) is configured to include: a cover main body (810) which is provided in a vertical direction on one side of the elevator structure (100); a lift member (820) which is provided in the cover main body (810) and moves up and down along with the tale cable (910); and a horizontal guide member (920) which is provided on an upper surface of the passenger car (200) and guides the tale cable (910), which moves up and down along with the lift member (820), into a junction box (900).
