PURPOSE:To secure privacy and to sharply reduce the physical and mental loads of an observed person and an observing person by demanding the agreement of observation to the observed person and then starting the transmission of an image. CONSTITUTION:The necessity of observation of an observed person is decided 4 from the image processing result of the image of the observed person, and only at the time of deciding the necessity of observation, the image of the observed person is transmitted to an observing position 2. Since the image of the observed person can be monitored and observed only when its observation is required, the load of the observing person can be sharply reduced. Since the start of observation is informed to the observed person prior to its transmission and the image is transmitted so as to be observed after checking the will of the observed person, the image can be observed while thinking of the personality or privacy of the observed person. Thereby, the mental load of the observed person due to image observation can be reduced. Since the observed person is surely observed only when the observation is required without always observing the image, the observed person can be easily observed by the observing person while holding his (or her) privacy.
