PROBLEM TO BE SOLVED: To provide a video monitoring system confirming video data at an arbitrary place and time using a mobile terminal so as to be able to execute monitoring activity, and a video distribution server.SOLUTION: A video distribution server 11 receives from a mobile terminal 20 display request information to display video data, and transmits to a video record terminal device 30 transmission request information of video data corresponding to the display request information. The video record terminal device 30, on receiving the transmission request information of video data from the video distribution server 11, transmits the corresponding video data to the video distribution server.
