PROBLEM TO BE SOLVED: To provide laminates and a packing material in which an initial laminating strength between a deposited thin film layer and a sealant layer formed on a plastic base material is high and a decrease in the laminating strength between the deposited thin film layer and the sealant layer by a strong osmotic substance is suppressed and which has high gas barrier property. SOLUTION: The laminates 10 comprises the plastic base material 12, the deposited thin film layer 14 made of an inorganic oxide formed on at least one side surface of the plastic base material 12, an adhesive layer 16 provided on the deposited thin film layer 14, and the sealant layer 18 provided on the adhesive layer 16. The thickness of the adhesive layer 16 is 1μm or less. The laminate 10, in which the adhesive layer 16 is formed of a composition containing an isocyanate compound and a metallic alcoxide wherein the radio of the isocyanate compound and the metallic alcoxide (isocyanate compound/metallic alcoxide) in the composition is 99/1 to 60/40 (mass ratio), is used.
