Disclosed are a method and a system for managing power utilizing the time expandability of hierarchical video coding. The present invention relates to the method for managing power utilizing the time expandability of hierarchical video coding which comprises: a step of dividing frames of an image into a plurality of segments; a step of calculating a temporal information (TI) value for recognizing the degree of movement through comparison between pixels of continuous frames within the plurality of segments; and a step of changing the frame rate of the image generated by using the calculated TI value.
