The present invention relates to an energy storage system, and an apparatus and a method of controlling the same. According to the present invention, the energy storage system comprises: an energy storage device which stores electric energy, performing charging and discharging for a power system; and a control device which sets a frequency reference value to control charging and discharging of the energy storage device, reflects a parameter generated based on a charging state of the energy storage device to calculate a power reference value corresponding to the frequency reference value, and controls charging and discharging of the energy storage device based on the power reference value.
