<P>PROBLEM TO BE SOLVED: To provide a system for managing power, consumption of energy such as fuel gas and its rate, by an individual unit of a user instead of the unit of housing, building and facilities. <P>SOLUTION: A power consumption measuring device has an input unit for the user to input instructions, an ID card reading part for reading an ID card of the user, an electric energy measuring part for measuring an electric energy consumption, and a communication part for communicating data with a power consumption management computer via a communication line.
