PROBLEM TO BE SOLVED: To provide an apparatus and a method for surface treatment of a printing web which can quickly response to a concentration change of a surface treatment liquid. SOLUTION: The outlet side of a dryer or a cooler of a web rotary offset press is provided with a coating means for coating a functional solvent on the surface and/or the back side of the printing web, a tank for receiving the functional solvent to be supplied to the coating means, and a circulation supplying means for circulating the functional solvent between the tank and the coating means. The coating means has, independently of the tank, a supplying means of a raw functional solvent liquid or a dilution liquid for directly supplying a raw liquid or the dilution liquid to the coating means.
