PROBLEM TO BE SOLVED: To discriminate between the layers of an electrifying member without image evaluation, to stably and inexpensively provide the electrifying member having excellent electrifying capability, and to provide an electrophotographic device provided with the electrifying member. SOLUTION: A contact electrifier 1 is provided with an electrifying member 2 in which a resistor 6 composed of resistor layers 7 and 9, consisting of at least two or more layers, covers a conductive substrate 5, and a power source 3 which applies a voltage to the electrifying member 2. In the contact electrifier 1, if the outermost surface layer of the resistor 6 is a first resistor layer 9, also the resistance value of the first resistor layer 9 is a first resistor value Rs, and the resistance value of the resistor, composed of the conductive substrate 5 and the surface of the first resistor layer 9, that is, the electrifying member 2 is a second resistance value Rt, the second resistance value Rt is in the range of 104 [Ω]<=Rt<=109 [Ω], and a ratio between the first resistance value Rs and the second resistance value Rt is 0.0002<=Rs/Rt<=10000.
